Aaron Brockett’s 2022 priorities

Mayor Brockett submitted the following 5 priorities for 2022 (notes for context)

Not all these priorities were implemented in the official council workplan

Mental health crisis response

Implementation of a new mental health/EMT first responder program to answer low-level emergency calls without police or fire personnel (Boulder currently has a co-response program, but programs in most other cities do not include police, as Boulder’s does)

Encourage smaller, less expensive housing

Changing zoning regulations so that projects are limited by floor area ratios, total percentage of required open space, or other metrics instead of per-unit requirements. (Read: Boulder’s leaders want more housing. Rules, reality stand in their way.)

Removing barriers to ADUs and co-op housing

Passing of an ordinance to remove restrictions on building and permitting ADUs (accessory dwelling units), such as the current saturation limit (which caps how many ADUs can be in one neighborhood); passing of an ordinance that simplifies the co-op permitting process and reduces onerous re-permitting.

East Boulder Subcommunity Plan

Implementation of targeted land use and zoning changes to enable mixed-use, walkable neighborhoods; implementing changes to industrial codes or use tables to allow for more housing and neighborhood-serving retail. (East Boulder is defined as the area roughly east of Foothills Parkway between Valmont and Arapahoe. It includes the hospital, Flatiron Business Park and Valmont City Park. Learn more about the plan, scheduled for completion and adoption in 2022.)

Fort Chambers

Approved site management plan that includes a plan for returning land on the site to the tribes and gives them a permanent role in management and ownership. (Fort Chambers was one of the staging grounds for the Sand Creek Massacre. Boulder’s open space department has purchased the land and is working with tribes on ownership/management plans.)
