Matt Benjamin’s 2022 priorities

Councilman Benjamin set 5 priorities for 2022 (notes for context). Not all items were included in council’s official workplan.

Establish election working group

Establish an election board/commission; near term working group since new board or commission requires charter change

Protected bike lanes

Craft a specific plan — with specific mileage goals and timeframes — to build protected bike lanes throughout the city with associated annual cost estimates. Protect a few miles of existing bike lanes.

Allow duplexes and triplexes throughout Boulder

Using a phased approach, perhaps starting with corner lots, allow duplexes and triplexes in single-family neighborhoods; particularly RL-1 and RL-2 zoning districts. (A majority of Boulder’s residential land is zoned to allow only single-family, detached houses. RL-1 and 2 are the most common zoning districts.) Complete a study followed by ordinances or modification of zoning, use tables, etc.

Reform occupancy limits

Pass an ordinance that evolves occupancy rules (limits on how many unrelated adults can live together, regardless of home size or ownership) while establishing guardrails against negative impacts. Pass ordinance by end of summer 2022

Homelessness: Establish day shelter and navigation center

Establish a plan, associated funding to purchase property and/or a facility; selection of vendors/partners to facilitate services; get this up and running in 2023
